Will this fit a 12V-converted 8N?

Yes. The switch is electrically agnostic at these low currents — it works the same on 6V or 12V. The fuse rating is suitable for typical headlight + tail-light loads on either system.

What's the difference between this and the SKU 1871 (Ford 2000-8210 light switch)?

Different platform. This NAA/8N/601-881 switch is push-pull style with a built-in fuse. The 1871 switch fits later Ford 2000 series and is a 3-position rotary square-knob style. They are not interchangeable.

Does the fuse come pre-installed?

Yes — the switch ships with the fuse fitted. If yours blows on first use, you have a short downstream in the wiring or a bad bulb pulling too much current.
